Notice of Public Meeting Concerning an Official Plan Amendment and Zoning By-law Amendment

TAKE NOTICE that the Council of the Corporation of Loyalist Township has received applications for Official Plan Amendment and Zoning By-law Amendment pursuant to the Planning Act, R.S.O. 1990, c. P.13, as amended, and that Council for Loyalist Township has scheduled a Public Meeting on Monday, July 11, 2022, at 7:00 p.m. or shortly thereafter to consider the following amendment to the Loyalist Township Official Plan and amendment to the comprehensive Zoning By-law 2001-38, as amended, in accordance with the provisions of Sections 17 (15) and 34(12) of the Planning Act, R.S.O. 1990.

The Public Meeting will be a hybrid meeting, where participants can attend the Council Chambers in person at 263 Main Street, Odessa or via the Zoom platform. Please note that Township staff will also be bringing forward a recommendation on the Official Plan Amendment and Zoning By-law amendment at the Monday, July 11, 2022 Council meeting. 

Location

The proposed amendment applies to property municipally addressed as 11 Centre Street in Odessa. A key map is attached showing the location of the property.

11 Centre Street -  Official Plan Amendment File No. D09-001-2021

The proposed Official Plan Amendment to the Loyalist Township Official Plan proposes to redesignate approximately 0.2 hectares of land from the Low Density Residential Designation to the Industrial Designation (Special Policy Area) to permit the development of an approximate 716 square metre light industrial and office building. The proposed use consists of a workshop for the assembly of manufactured goods and an office that is accessory to the proposed use. The Special Policy Area policies are to require limited industrial uses as specified in the proposed Zoning By-law Amendment.

11 Centre Street – Zoning By-law Amendment File No. D14-002-2021

The proposed amendment to the Loyalist Township Zoning By-law 2001-38, as amended, if approved, will affect the property consisting of approximately 0.2 hectares and upon coming into force and effect, will rezone the lands from the Residential Type Three Exception Six (R3-6) Zone and Residential Type Four Exception (R4-2) Zone to a Light Industrial Exception (M1-XX) Zone to prohibit residential uses and open storage, as well as to permit the following uses:

Business, professional or administrative office

  • Custom workshop
  • Custom metal workshop
  • Public use or utility in accordance with the General Provisions of this By-law
  • Retail Establishment, provided the retail use is accessory and incidental to permitted non-residential use specified hereunder and does not occupy more than 25% of the gross floor area of the building or structure
  • Warehouse

Along with the permitted uses, a number of site-specific performance standards are proposed to facilitate the development of a 716 square metre light industrial and office building, including the following:

  • Minimum Lot Area: 0.23 hectares
  • Minimum Front Yard Setback (Centre Street): 4.4 metres
  • Interior Side Yard abutting a residential lot line setback: 16.8 metres
  • Loading Spaces: Permitted within a building
  • Distance from a Driveway to an interior side lot line: 0 metres
  • Setbacks Along Roads and Pipelines (centreline setback): 6.1 metres
  • Parking Area Design Requirements (minimum width): 2.7 metres
