End of Recycling Convenience Depot Operations at KARC

Loyalist Township has been advised by the City of Kingston that the recycling convenience drop-off depot at the Kingston Area Recycling Centre (KARC), 196 Lappan’s Lane, will cease operations as of January 1, 2026. This closure is the result of a lack of sustainable long-term funding from the Provincial recycling system operator, Circular Materials Ontario (CMO).

The last day for services at the KARC convenience drop-off depot will be Wednesday, December 31, 2025, from 8 a.m. to 4 p.m. As a result, Loyalist Township will no longer receive depot operations services from Kingston effective December 31, 2025.

Across Ontario, residential recycling programs are transitioning to a new Provincial system that is run and funded by the producers of recyclable materials. CMO assumed responsibility for Kingston and Loyalist Townships blue and grey box programs on July 1, 2025. Beginning January 1, 2026, the City of Kingston will no longer receive sustainable Provincial funding to operate a recycling convenience depot.

Loyalist Township staff are actively reviewing options to support local residents as this transition occurs. More information will be shared as plans are developed.

At this time, there are no changes to Household Hazardous Waste (HHW) or Leaf and Yard Waste drop-off services. These services will continue to operate as usual.

Curbside recycling collection continues to be the primary method of recycling under Provincial regulations. All residential properties in Kingston—and similarly, those in Loyalist Township with established collection programs—either receive or are eligible for curbside recycling services.
