Revised Notice Of Public Meeting - Community Improvement Plan
TAKE NOTICE that, in accordance with Section 28 of the Planning Act, R.S.O. 1990, as amended, a Statutory Public Meeting will be held by the Council of the Corporation of Loyalist Township on Tuesday July 14th, 2026, at 6:00 p.m. or shortly thereafter to consider the proposed amendments to the Affordable and Purpose-Built Rental Housing Community Improvement Plan (CIP). The purpose of the public meeting is to provide the public with an opportunity to understand and comment on the proposed amendments to the CIP.
Purpose and Effect of the Community Improvement Plans
The amended proposed Community Improvement Plan is a planning and economic development tool that sets out a framework to assist in community revitalization, and assists to achieve economic, community planning, and urban development goals. The Township’s Official Plan identifies the opportunity to provide affordable housing as a criterion for improvement, revitalization and re-development. Through By-law 2022-056, the subject lands of the proposed CIP covers the entirety of Loyalist Township. As a result, no key map is provided. The proposed amended Affordable and Purpose-Built Rental Housing CIP will create new financial incentives for the redevelopment, construction and reconstruction of land and buildings to support the focus of this CIP.
Location
The Public Meeting will be a hybrid meeting, where participants can attend the Council Chambers in person at 263 Main Street, Odessa or via the Zoom platform. Those attending through Zoom can access the link on the Council Agenda at the following link https://loyalist.civicweb.net/Portal/ prior to the meeting. Alternatively, you may contact Jacob Battenfelder at clerk@loyalist.ca in order to receive information on how to view and participate in the meeting through Zoom.
Additional information The proposed amended CIP is available for inspection and can be sent to the requester by e-mail. Appointments can also be made to view the materials at the municipal office located at 263 Main Street, Odessa from Monday to Thursday between the hours of 8:15 a.m. to 4:30 p.m., and from 8:15 a.m. to 12:15 p.m. on Friday. The proposed amendments will be available on the Township’s Housing CIP web page by the end of day June 25, 2026 at: www.loyalist.ca/housinggrants.

How to Participate
Any person may attend the Public Meeting and/or make written or verbal representation either in support of or in opposition to the amended proposed Community Improvement Plan.

Representation and Information
If a person or public body would otherwise have an ability to appeal the decision of Loyalist Township Council to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to Loyalist Township before the proposed Community Improvement Plans are adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to Loyalist Township before the Community Improvement Plans are adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
Unless comments are received from Council and/or members of the public at the Public Meeting prompting the need to revise the Community Improvement Plans, Council is expected to consider its adoption at the August 11, 2026, Council meeting.
