Cityworks Information

Cityworks is a development approvals processing software that was put in place by Lennox & Addington County for its four lower tier municipalities. The software allows for Planning Act applications to be applied, processed and paid for online.

The benefits of submitting an application through the Cityworks portal are:

  • Access to your application(s) at all times
  • Track the review process and access reviewer Contact Information
  • Make payments online
  • Submit documents online
  • Reduces the environmental impact of printing

PLEASE NOTE: Cityworks is being implemented throughout 2026 on a staged basis by application type. Currently, only Consent (Severance) and Pre-consultation Meeting requests can be submitted on Cityworks. For all other applications please reach out to the appropriate contact information below.

Guide for registering and submitting an application on Cityworks

The below provides a step-by-step guide for registering and submitting an application on Cityworks. There are also videos below which provide a visual guide for registering and submitting an application:

To register a Cityworks account:

1.    Navigate to the Cityworks Portal and click sign up

2.    Sign up by providing an email address and creating a password

3.    Provide contact information. Please note that all fields are required when creating your account. This will facilitate the submission process.

4.    Click register on the bottom left corner

5.    To complete registration, you will receive an email within 24 hours from the Cityworks portal containing a link, you must click on the link and sign in to complete the registration. Please check your junk e-mail for this e-mail. The e-mail will come from donotreply@loyalist.ca.

  1. Log-in to Cityworks Portal and click “create application”
  2. Click on the application type you are submitting
  3. Click begin application
  4. Enter your last name or the project description.
  5. Enter the address for the application. You can do so by starting to type out the address (it will search once you hit enter) or finding your property on the map and double clicking on it.
  6. Fill out the applicant/owners information. If you are the applicant you can click on the use my information button and the information that you used to register will load. If you are the applicant who is also the owner please mention this in the comment field, or alternatively owner as a separate person via the “add person” button. If there is also an agent click on “Add Person” to fill out their information as well.
  7. Confirm consultation was held with a planner and the name of the planner.
  8. Upload application documents and label each document from the “label dropdown” once uploaded. Please note an application form and concept plan are required to be uploaded to proceed. All required documents are indicated by the * sign.
    1. Fillable application forms can be downloaded from the drop-down menu below. Please fill out and submit these forms.
    2. Please note that the application is required to be commissioned by a commissioner of oaths, this can be completed in person at the Loyalist Township Offices or by a virtual appointment. To schedule a commissioning with staff please reach out to Jane Austin at jaustin@loyalist.ca or 613-386-7351 ext 126#. You may also choose to commission your own application by a Commissioner of Oaths (usually law clerks, lawyers, any municipal clerk and treasurer and their deputies).
    3. If you need assistance filling out a consent (severance) or minor variance application please email the Planning Technician, Hardi Pandya, or call 613-386-7351, ext. 142#.     4. Please note if submitting multiple applications for one property at the same time, please submit an application, then navigate to the submitted items column on the home page and in the “actions” dropdown for the submitted application click “create new application from existing file”.
  9. Payment is the final step which can be completed by following methods:
    1. Drop off or mail in a cheque
    2. Debit at the Manitou Office
    3. E-transfer - finance@loyalist.ca - note application # in the message. If they do not have the option to put in a message in the e-transfer process, they will need to send a separate email to finance@loyalist.ca so we can match the e-transfer with an application
      Please note credit card payment is not an option at this time.
  10. The final step is to press submit. Please do this step no matter the payment option, especially for e-transfer as this is the only way to receive the application #. 

1.    Log-in to Cityworks Portal

2.    Navigate to submitted items and find your application

3.    Click on “check status” In the Actions drop down

4.    Here you will be able to see the status of your application and the contact details of the Township Planner assigned to your file.

The most common types of consents are land severance, which divides a parcel of land to form a new lot; or a lot addition to an abutting property. Consent Severance Application

A holding symbol can be placed on a zone to show that certain conditions have yet to be met before the development can proceed. Once the necessary conditions have been completed, the holding symbol can be lifted to allow development to proceed.

Part-lot control prevents a landowner from conveying a portion of property.A by-law may be passed to remove part-lot control for all or any part of a registered plan of subdivision without approval from the Committee of Adjustment. A lifting by-law is typically used to define new lot lines between semi-detached dwelling units or townhome units, and to covey access easements. Note: there is no prescribed form for this application. Applicant may submit the applicable surveys, draft legal descriptions, and the fee with a cover letter to initiate the process.

A minor variance gives permission to a property owner to make a change to their property that does not conform exactly to the zoning by-law. A minor variance does not change the zoning by-law but exempts you from a specific requirement of the by-law. 

There are four tests a minor variance must meet under Section 45(1) of the Planning Act:

  • Is the application minor?
  • Is the application desirable for the appropriate development of the lands in question?
  • Does the application conform to the general intent of the Zoning by-law?
  • Does the application conform to the general intent of the Official Plan?

An official plan amendment changes the Township's official plan. This may be needed because of changes to social or economic circumstances in the Township, or because of a request by a property owner.

Our zoning by-law assigns every piece of property a zone category. The zone tells what the property is allowed to be used for (e.g. residential or commercial) and the required standards (e.g. building size and location). If you want to use or develop your property in a way that is not allowed under the Zoning By-law, you may apply for a zoning change.

A site plan agreement is required if you plan to build certain types of development, such as a commercial or industrial site. Site plans describe details such as the building, property access, parking location, elevations, grading, and landscaping details.
