December 19, 2024: The project is nearing completion. We have replaced all watermain infrastructure, constructed a new stormwater system, and reconstructed the roadways including a new asphalt surface. Work is now wrapping up for the construction season. Soon the project will be put on hold for the winter, and the contractor will back in the spring to finish outstanding seasonal items and address any deficiencies. We ask that affected residents contact the project supervisor, Joe Gratton, as early as possible in the spring if you have concerns with landscaping or any other aspects of the reconstruction.
October 21, 2024: The Odessa West Drainage Project is progressing well as we work to improve the area’s infrastructure and drainage systems. Significant milestones have been reached, including completing all underground utility installations on South Street, where curbs, gutters, and asphalt paving are now being prepared. Landscaping efforts have begun on Cross and Battery Streets, with topsoil and hydroseeding applied in some sections. While certain areas are nearing completion, others remain in progress. Work on replacing the underground water main on West Street will continue throughout the fall, with landscaping after the infrastructure is in place.
The final phases of construction, including curb and asphalt paving, will continue in stages. Property landscaping has started in some areas, and property owners will be provided with instructions on caring for newly restored landscapes. We anticipate that the major work will be completed by the end of 2024, though some work will extend into early 2025, depending on weather conditions.
Traffic patterns will remain largely the same, with minimal disruptions expected, though we encourage residents to allow extra time when travelling through work zones. If you have any concerns regarding your property, such as issues with grass seeding or drainage slopes, please don’t hesitate to contact our project team. Your feedback is essential for addressing any issues before the project’s final completion.

March 28, 2024: The Township's contractor, K. Mulrooney Trucking, is preparing to continue the watermain, road, and storm sewer reconstruction. 2024's construction season will begin with the section of Bridge Street between Emma and Main, and households in this section will be transitioned to temporary water as soon as temperatures allow. Additional information regarding temporary water will be provided to residents as needed in your location.
As the project progresses, traffic detours will be necessary and will shift gradually to accommodate work locations. The contractor will be instructed to maintain access to all driveways; however, circumstances may cause temporary access restrictions. If this is to occur, the contractor will contact affected residents individually to plan for any closures and make every attempt to accommodate special circumstances.

November 15, 2023: As the relocation of utility poles on Emma Street has been completed, the contractor has remobilized onsite and is continuing work on Emma. The work will continue as long as weather conditions allow, after which the contractor will shut down until 2024. As the weather turns cooler, construction will generally continue as long as weather conditions allow. We will remain in contact with residents throughout the fall months as the project progresses.
September 28, 2023: Since construction began at the south end of Bridge Street earlier this summer, the contractor has placed new storm sewers and watermain along Bridge Street north of Emma, and is currently working on the realignment of Emma Street, including placing watermain, storm and sanitary sewers, and coordinating with Bell, Hydro One, and Enbridge for the relocation of service poles, wires, and gas mains. Shortly the contractor will start hydroseeding disturbed grassy areas and reinstating driveways. We will provide hydroseed and asphalt care information to affected residents.
June 23, 2023: Township staff and the contractor are preparing for construction to get underway. Construction is expected to begin the first week of July. Residents and neighbourhood visitors may notice preliminary activity during the week of June 26. A notice with this information has been hand-delivered to all residents in the project area.
June 6, 2023: Project staff are currently finalizing contract details with the contractor. Residents in the affected area may soon start to see evidence of underground infrastructure locates and equipment and machinery on site, as well as concurrent work being undertaken by Enbridge Gas.
May 24, 2023: At their regular session on May 23, Loyalist Township Council awarded the contract for this project to K. Mulrooney Trucking Limited. More details on project mobilization and start date will follow in the coming weeks.
May 5, 2023: Malroz Engineering will be drilling boreholes in the road right-of-way in the project area. The work will start the week of May 8 and will provide geotechnical information to support the project design.
