Nomination Process

An individual may file their nomination papers to become a candidate in the 2026 Municipal Elections beginning at 8:30 a.m. on Friday, May 1, 2026 until 2 p.m. on Friday, August 21, 2026.

Candidates are encouraged to book an appointment with the Clerk or Deputy Clerk to ensure staff availability. Only walk-ins will be accepted on the first day to file Nominations (May 1) and last day (August 21). 

To file your Nomination, please submit the following forms:

All Nomination forms must be filed in-person. No electronic signatures will be accepted.

A complete Nomination Information Package, with all the required forms is available at the Administrative Office at 263 Main St, Odessa. 

At the Nomination Appointment, the Clerk or Deputy Clerk, will administer any oaths and declarations required on the Nomination Forms. In addition, you will be provided with, and be required to confirm receipt of the following:

The nomination package will be reviewed unofficially with the Candidate or agent to determine if any information has been omitted, and to ensure that the Nominee is a qualified Elector for Loyalist Township and is qualified to file a Nomination Paper.

With respect to the endorsement of the nomination by at least 25 persons, the Clerk will make a cursory review of PR-2 to ensure that the form is complete and the Candidate has included the required number of signatures.  The Clerk is entitled to rely upon the information filed by the Candidate and does not have to verify that the person endorsing the nomination is eligible to vote for an office within the municipality on the day the person endorses the nomination.

At the appointment, all potential candidates will be asked to:

  •  Provide to the Clerk the proper pronunciation of their name for use for the purposes of the voice prompts for the telephone voting system;
  •  Ensure that payment is made by cash, debit, certified cheque or money order payable to the Corporation of Loyalist Township; and
  •  Provide proof of identity and residence as prescribed in O. Reg. 304/13

The Clerk will also provide Candidates with a Confirmation of Filing of Papers. This confirmation does not substitute or replace the Clerk’s Certification as prescribed on PR-1. The Clerk shall review and certify candidates as prescribed in the Act, and s.3.8 of this procedure.

Unofficial List of Candidates

The Clerk shall prepare and post on the Township’s website and in the Administration Office an Unofficial List of Candidates which is to be updated at the end of each day where at least one (1) nomination is filed.

The list will be clearly marked “UNOFFICIAL”.

Eligibility

A person is eligible to be a candidate if they are,

  • a resident of the Loyalist Township, or an owner or tenant of land in the Township, or the spouse of such an owner or tenant;
  • a Canadian citizen;
  • at least 18 years old; and
  • not legally prohibited from voting or disqualified from being elected/holding office as a member of Council (see below).

A person is eligible to be a candidate in a municipal election if they are an eligible elector. A candidate must be eligible as of the day they are nominated and must remain eligible throughout the election period and, if elected, throughout the term of office.

The following people are disqualified from being elected as a member of Council, or from holding office as a member of Council:

  • an employee of the municipality unless they take an unpaid leave of absence beginning the day they are nominated and resign if elected to the office;
  • a judge of any court;
  • a member of the Provincial Legislature, the Federal House of Commons or Senate who has not resigned from their office by the close of nominations. Proof of resignation must be provided by the close of nominations or the Clerk will not certify the nomination; or
  • a candidate who failed to file the necessary financial statement(s) in the last municipal election or by-election.

Candidate Resources

The Ministry of Municipal Affairs and Housing (MMAH) will be hosting a Candidates Session for anyone thinking about running for candidacy in Loyalist Township, Greater Napanee, Township of Stone Mills and Addington Highlands. The event will take place on May 7th, 2026 from 6pm-7:30pm in-person at the Stone Mills Municipal Office located at 4504 County Road 4, Centreville. 

Focused specifically on diverse candidates, this free 90-minute virtual workshop provides useful insights and strategies to support you in getting your name on the ballot. While these workshops do offer a focus on individuals from underrepresented communities, all are welcome. Registration is free and the workshop is provided virtually on the following dates:

  • February 4, 2026 from 10:30am-12pm
  • April 8, 2026 from 10am-11:30am

The Association of Municipalities of Ontario (AMO) is offering a no-charge virtual Healthy Democracy Leadership Series: Supporting Local Leadership in run up to the 2026 Municipal Elections. This series has two streams: 

  • Stream 1: For elected officials at the municipal level across Ontario who are considering re-election in 2026 and preparing their path forward.
  • Stream 2: For community members considering a run for municipal office in 2026—first-time candidates who want to build confidence before launching a campaign. Civic-minded leaders who want to explore whether elected office is right for them.

The Association of Municipalities of Ontario (AMO) is offering a series of workshops for urban Indigenous peoples’ thinking about running for municipal office in the October 2026 elections.

This session is facilitated by Melanie Pilon, the first Indigenous Mayor of Municipality of Wawa and member of Wiikwemkoong Unceded Territory and William Morin, member of Michipicoten First Nation and founder and leader of The First Peoples National Party of Canada (2004-2013).
