Methods of Procurement

The Township offers a variety of Purchasing methods and allows the use of the most appropriate method depending on the particular circumstances of the acquisition.

Low-Cost Purchases (under $10,000)
  • Purchases must be demonstrated to have been made at Fair Market Value.  
Invitational or Informal Quotations
  • Over $10,000 but under $30,000 for Construction or Goods and Services.
  • Over $10,000 but under $50,000 for Consulting and Professional Services
Request for Quotation (RFQ) 
  • Over $30,000 but under $100,000 for goods and services
  • Over $30,000 but under $250,000 for Construction
Request for Tender or Invitation to Tender (RFT or ITT) 
  • Over $100,000 for goods or services
  • Over $250,000 Construction
Request for Proposals 
  •  Any $ value
Request for Supplier Qualification (RFSQ or RFPQ – Supply Arrangements – Qualified Supplier Roster)
  • Prequalification as the first part of a procurement process, or
  • Rosters for Specific Services such as Plumbing, Electrical, Granular Materials, Equipment / Operators etc.
Request for Standing Offers
  • A standing offer is an offer from a potential supplier to provide goods and/or services at pre-arranged prices, under set terms and conditions, when and if required. 
Non-Standard Procurement
  • Standardizations
  • Consulting Services – Repetitive Assignments/Projects for Continuous Service
  • Emergency Purchases
  • Cooperative Purchasing
  • Limited Tendering
