We need your assistance to plan
When we are planning for upcoming projects, we often consult with property owners ahead of time as we start to design the project. We examine things like drainage issues and water quality complaints, while also gathering information about your private infrastructure that could be located in the area of the proposed work.
Here are some of the projects we're tentatively planning in the months ahead.
Current Projects:
Amherstview West Secondary Plan |
Secondary Plans can be considered a second layer of the Township-wide Official Plan. They include a land use plan with implementing policies that are adopted into the Official Plan to ensure that their intent is legally binding. In September 2020, the Township put out a Request for Proposals (RFP) to develop the Amherstview West Secondary Plan and we have now completed our evaluation of the submissions received (see staff report below). The Secondary Plan will provide a policy and implementation framework to guide the future growth and development of this area for the next 25 years. The Secondary Plan will be accompanied by a series of technical studies that support the Plan, in accordance with the policies in the Township’s Official Plan (current and proposed policies), that also conform to the County Official Plan and are consistent with the Provincial Policy Statement (PPS). The Secondary Plan must also conform to all servicing and design guidelines and manuals and maintain line-of-sight to other Loyalist Township plans including but not limited to the Strategic Plan, the Asset Management Plan, the Recreation Master Plan, the Climate Action Plan (once approved), and the Infrastructure Master Plan (currently under development). The process will also be required to satisfy Municipal Class Environmental Assessment requirements and will need to be documented accordingly. Bath Water Treatment Plant Upgrades |
Construction for the Bath Water Treatment Plant Upgrade project began in June 2020. The project will involve replacing the existing media filters with a Membrane Gravity Filter system which will incorporate full redundancy into the plant’s treatment process. A mobile water treatment unit will provide treated drinking water for the village of Bath and the Bath and Millhaven institutions while work is conducted on the existing filters. Construction is expected to last six months, with a projected completion date of December 2020, and no service disruptions are expected during this period. Briscoe Park Rehabilitation |
Briscoe Park is located at the end of Sir John Johnson Drive, in the Village of Bath. Public consultation was completed in 2018 and the final design includes improved accessibility, safety upgrades, new playground equipment, new trees, and drainage improvements. Several upgrades to the park were completed in July 2020 and the project is now in the two-year warranty period. The addition of a swing set was budgeted for in 2021 and will be added to the park later in 2021. |
Chesterfield Baker Tareyton |
In March 2021, a letter was hand delivered to update the neighbourhood on infrastructure upgrades along Chesterfield Drive, Tareyton Road and Bakers Lane. The draft design has been completed and construction is expected to begin spring of 2021. An information session was held on April 1, 2021 to present the design, inform residents on the project and answer any questions. Community Hub Project |
In August of 2016, a staff working group was tasked to examine the state of the current Township Administrative Office. The purpose of this group was to identify the components of the office building that worked well, those that needed updates or repairs, and those that simply did not serve the current and future operational needs of the building and its staff. Staff identified several items of major concern through this study. As directed by Council Resolution 2016.21.9, Staff conducted an analysis of twenty-five (25) potential sites at various locations within Township according to a specific criterion. The results of this analysis suggested that sites located in the vicinity of Amherst Drive and Speers Boulevard in Amherstview would be well suited to accommodate a new municipal office. At the July 9, 2018 Council Meeting, Council approved a report that granted Township Staff the authority to enter into negotiations with MJMA for the Design of a Sustainable Community Hub. The Feasibility Study and Master Plan developed by MJMA for the proposed Community Centre began with a qualitative systems assessment of the existing W.J. Henderson Recreation Centre. The elements presented in the Feasibility Study include the recreation facilities recommended in the Township’s Parks and Recreations Master Plan, a municipal office which would house Township Staff, and the amenities desired by the County. This allowed the consultant to determine if the proposed facilities could, in principle, be accommodated on the site. For further information, visit the Community Hub project page. |
Edgewood Road Municipal Drain |
New watermains were installed on Edgewood Road and Compton Court in 2019, and the Township in partnership with MTO installed new storm sewer along Edgewood Road in 2020. As part of this work, the ditches were regraded, new culverts installed, and the road was reconstructed. With the exception of a few seasonal items the project has been completed and is now in the two-year warranty period. The remaining work will be completed this spring. Elwood Dopking Park |
Several upgrades to Elwood Dopking Park are scheduled to be completed by the end of November, 2020. Upgrades include:
*The installation of the play structure has been delayed due to COVID-19. The work is being completed based on an agreement between the Township and the developer, whereby the developer was given the option to upgrade this park in lieu of providing additional park space in their development. The work is being completed by the developer's contractor. |
Loyalist East Business Park – Phase II Servicing |
In November 2020 construction of the second phase of the Loyalist East Business Park began. This work includes water, sanitary and utility servicing of road extensions to Jack Davey Drive and William Henderson Drive allowing several additional commercial/light industrial lots for sale. The work also includes a new stormwater management facility to serve these additional lands. This work is scheduled to be complete late summer 2021. |
Potter, Creighton, and South Street Infrastructure Upgrades |
Loyalist Township has started preliminary survey work for future infrastructure projects in the area of County Road 2, Creighton and Potter Drive in Odessa with some work on South Street. Currently the project includes upgrading Potter Drive to Collector Road status and replacement/installation/repair of watermain, sanitary sewer and right-of-way drainage improvements in the area. Loyalist Township in conjunction with local developers and County of Lennox & Addington is investigating other improvements that may be undertaken in the area in conjunction with this work. You may notice survey crews and locate companies in the area as part of this work.

Repairs to Amherst Island Flood-Damaged Roads |
Update March 23 – There have been some delays in the project as we work with the Province to finalize the funding details. We were also required to complete some additional soil testing throughout the project area due to recent changes to regulations regarding the handling and disposal of excess soil. The designs have been completed to the 90% stage and when we have finalized the funding details with the Province, we plan to have a virtual information session to receive feedback on the project and then update the designs based on any final comments we receive. Babcock Mill Park |
The latest upgrades to Babcock Mill park were completed in Dec 2020. Improvement to the park included:
This project is a partnership between the Odessa Lions Club and Loyalist Township. The first phase of the project involved the construction of the Natural Playground at Babcock Mill Park. The Township appreciates the support from the Odessa Lions Club. |
Bath Main Street Construction |
Loyalist Township has completed a project to rehabilitate and resurface Main Street from east of Fairfield Street to just east of the boat launch at Finkle’s Shore Park This work included localized drainage improvements and road base repairs, removal of existing asphalt and re-paving. Loyalist Township has received funding for the construction phase of this project through the Ministry of Transportation 2020-21 Connecting Links Program The work started in early September 2020 and was completed in November 2020. Earlier this year, Loyalist Township successfully applied to the Ministry of Transportation's Connecting Links Program, which provides dedicated provincial funding for road and bridge projects on designated connecting link highways. The approved grant for 2019 was for design work to replace the asphalt on Main Street in Bath, from Centennial Park to the western village limit, as well as rehabilitation of the Bath Creek box culvert at Centennial Park. This project is now in the two-year warranty period. Edgewood Road Watermain |
New watermains were installed on Edgewood Road and Compton Court in Harewood Subdivision, in the summer of 2019. The project was completed by K. Mulrooney Trucking. |
Fairfield Park Parking Lot |
Kiley Paving was contracted by Loyalist Township to complete asphalt resurfacing and minor base repair work to the parking lot in Fairfield Park, Amherstview. This project was completed in October 2020 and is now in the two year warranty period. Fred Brown Road Resurfacing |
The contractor placed new double surface treatment (chip and tar) on Fred Brown Road, as well as replacing some culverts and improving ditches. The project was completed by Morven Construction in 2018. |
LED Streetlight Conversion |
In late 2018, our contractor converted many existing streetlights from the orange high-pressure sodium fixtures to light emitting diode (LED) fixtures. We expect this project to pay for itself in less than four years because LED fixtures cost so much less to operate than the old style of streetlights. |
McIntyre Road Reconstruction |
The contractor dug up McIntyre Road between County Road 7 and County Road 4, replaced culverts and improved ditches, and then resurfaced the road. The project was completed by Morven Construction in 2018. |
Princeton Place Reconstruction |
Princeton Place in Amherstview was fully reconstructed, with new water and sanitary mains, repaving, and lawn restoration. The project was completed by Bricaza Corporation in 2019. |
Watermain Relining Program |
Structural relining can help an existing watermain last several decades longer. Relining a watermain instead of replacing it also means we dig up fewer front lawns for the work. 2018's watermain relining program benefited residents on Cambridge Crescent, and on the eastern leg of Kildare Avenue between Manitou Crescent West and Cambridge Crescent. |
Wilton Park Playground |
In 2018, the Wilton Community Association proposed that we partner with them to help improve the Wilton Park. This included a new play structure, adding an accessible pathway, and improving drainage in the park. Kiley Paving completed the project in 2018. |
