Loyalist Township is committed to community engagement to ensure that decision-making is well informed and provides citizens with the means and opportunity to share their ideas, experience and knowledge to issues that affect them. All opportunities to provide input are featured here.
The development of a community engagement framework was a key initiative identified in the Township's Strategic Plan. The Community Engagement Framework is currently under development and should be available soon. The Framework will outline the Township’s commitment to create a consistent and clear process for what community engagement looks like in Loyalist Township. The Guide will provide a variety of communication and marketing tools and techniques and a framework to be followed to inform and engage the public on a variety of municipal activities coordinated every year.
Projects Open for Input
Loyalist Township does not currently have a by-law regulating the ownership of back yard chickens, hens/other birds. With the growing popularity of owning backyard hens and the inquiries the Township receives, the Township is investigating an array of options to regulate backyard hens.
The Infrastructure Master Plan (IMP) for Loyalist Township is a plan to address the core infrastructure, specifically road right of way, potable water, wastewater, and stormwater systems within the Township for the next 25 years. The IMP will be driven by five themes. These themes are growth, new legislation, new technology, addressing remedial issues and adapting to climate change.
Like an Official Plan, a Secondary Plan is developed with engagement and input from the local community, in accordance with the Planning Act, so that growth can be achieved while respecting the needs of current residents, ensuring compatibility with the existing community fabric and character, and promoting progressive planning principles.

Development Charges Study and By-law |

The Development Charges Act, 1997 (DCA) requires that the Township review and update its Development Charges (DCs) imposed to fund growth-related projects every five years. This ensures the study remains relevant and aligns with current growth projections and growth-related capital plans. Furthermore, the updated by-law would also reflect any latest changes in provincial policy or regulation that would take precedence. Additionally, approval was obtained to consult with stakeholders, post draft study, and post notice for public meeting - Staff Report 1792 August 18, 2021 – Virtual consultation session was held with developers/stakeholders August 26, 2021 – Posted draft DC study September 2, 2021 – Posted notice for statutory public meeting. September 13, 2021 – Posted and presented draft DC by-law in and results of consultation session to Council. - Staff Report 1818. Loyalist Township owns, operates, and maintains the following infrastructure to provide water and wastewater services to urban residents in the community:
In 2019, Hemson Consulting Ltd. undertook a review of water and wastewater rates and charges. This periodic review accompanies a water financial plan that is required by the Province of Ontario to retain a drinking water license. There were three major components to the study:

ResiLienT Climate Action surveys |

From September until December 2020, three surveys were conducted to gather resident feedback that helped inform what will be included in the Climate Action Plan. The surveys focused on Public Transit, Source Separated Organics and Community Climate Action Initiatives. On February 8th, 2021 Council unanimously passed the motion to accept the ResiLienT Loyalist Township Climate Action Plan to act as a road map for local action and keep climate action as a priority for decisions. |

Update to Building By-law |

Loyalist Township is proposing to adopt a new building by-law, to take effect on January 1, 2021. A draft version of the proposed by-law is available for review. Please return any comments to the Chief Building Official no later than noon on November 10, 2020. A public meeting will be held on Monday, November 23, 2020 to consider the new by-law. |
