Amherst Island Flood-Damaged Road Repairs Project |
Loyalist Township plans to move forward with repairing flood-damaged roads on Amherst Island. Building on public feedback from 2020 and 2021 most of the technical details of the design have been prepared and are available for review on the project website. The infrastructure to be repaired through this project include portions of Front Road, Second Concession Road, Third Concession Road, and South Shore Road. Public input is a critical component of our planning and design process. Therefore, Loyalist Township hosted a virtual information session for the community on Tuesday, March 1st, 2022. The session was recorded and uploaded on the project page for those unable to attend. In addition, residents had the opportunity to submit questions during the presentation, and both the questions and answers will be posted on the project webpage. Barring any unforeseen issues, construction is expected to commence during the 2022 season. Township staff are aware that there may be inconsistencies or questions concerning property ownership outside the travelled portion of the road in certain areas where work is required for this project. A Site Access Construction Agreement has been mailed to impacted property owners. This agreement authorizes Township staff to complete flood damage repair work on property outside of the travelled portion of the road, without prejudice to the right of either party to dispute the ownership of any part of the shore of Lake Ontario in the future. Amherstview Dog Park |
During the development of the 2017 Recreation Master Plan, consultations with residents identified demand for a dog park within the Township. Currently, there are no designated dog parks or off-leash areas in Loyalist. Off-leash areas provide safe spaces for owners to exercise and socialize their dogs. Recognizing these benefits, at the October 25th, 2021, Regular Council Meeting, staff were directed to prepare a conceptual design and host community consultation sessions. Funding was included in the capitol budget for construction of the dog park. The Township also successfully applied for a grant from the Canada Community Revitalization Fund, and this will cover a portion of the project costs. After reviewing multiple locations, Lakeview Park (4565 Bath Road) was chosen for the pilot because of the following considerations:
Drop-in Information Session Public input is a critical component of our planning and design process. On July 14th, 2022, Loyalist Township hosted an informal drop-in information session at Lakeview Park, Amherstview. The information session provided an opportunity for the community to learn more about the project and comment on the draft design concepts. Following the information session, public feedback was used to develop an updated design concept for the dog park. Amherstview West Secondary Plan |
Secondary Plans can be considered a second layer of the Township-wide Official Plan. They include a land-use plan with implementing policies that are adopted into the Official Plan to ensure that their intent is legally binding. In September 2020, the Township issued a Request for Proposals (RFP) to develop the Amherstview West Secondary Plan. The Secondary Plan will provide a policy and implementation framework to guide the future growth and development of this area for the next 25 years. The Secondary Plan will be accompanied by a series of technical studies that support the Plan, in accordance with the policies in the Township’s Official Plan (current and proposed policies), that also conform to the County Official Plan, and are consistent with the Provincial Policy Statement (PPS). The Secondary Plan must also conform to all servicing and design guidelines and manuals and maintain line-of-sight to other Loyalist Township plans including but not limited to the Strategic Plan, the Asset Management Plan, the Recreation Master Plan, the Climate Action Plan (once approved), and the Infrastructure Master Plan (currently under development). The process will also be required to satisfy Municipal Class Environmental Assessment requirements and will need to be documented accordingly. Aura By The Lake - Phase 1 Subdivision Update |
Loyalist Residential Developments is in the construction phase of the Aura By The Lake Phase 1 Subdivision. The final phases will include the northern extension of Windermere Boulevard and will connect to Purdy Road and Gildersleeve Boulevard. Utility servicing work is currently underway, after which home building activity will commence. Briscoe Park Rehabilitation |
Briscoe Park is located at the end of Sir John Johnson Drive, in the community of Bath. A public consultation was completed in 2018 and the final design includes improved accessibility, safety upgrades, new playground equipment, new trees, and drainage improvements. Several upgrades to the park were completed in July 2020 and the project is now in the two-year warranty period. The addition of a swing set was budgeted for in 2021 and will be added to the park later in 2022. |
Chesterfield Drive, Tareyton Road and Bakers Lane Infastructure Upgrades |
Loyalist Township has completed the construction on Chesterfield Drive, Tareyton Road and Bakers Lane. The reconstruction work consisted of the following:

Community Hub Project |
At the July 9, 2018 Council Meeting, Council approved a report that granted Township staff the authority to enter into negotiations with MJMA for the design of a Sustainable Community Hub. The Feasibility Study and Master Plan developed by MJMA for the proposed Community Centre began with a qualitative systems assessment of the existing W.J. Henderson Recreation Centre. The elements presented in the Feasibility Study include the recreation facilities recommended in the Township’s Parks and Recreations Master Plan, a municipal office which would house Township Staff, and the amenities desired by the County. This allowed the consultant to determine if the proposed facilities could, in principle, be accommodated on the site. Cornell Avenue, Huff Avenue, Littlefield Road, and Westran Road |
In 2022, site investigation work will be undertaken to gather engineering information for infrastructure improvements on Cornell Avenue, Huff Avenue, Littlefield Road, and Westran Road. This will be a multi-year construction project in conjunction with work on Havergal, Asbury and Rothwell. The current scope of the project includes road resurfacing and either watermain relining or replacement. that will include road resurfacing. In addition, the potential need for additional improvements for replacement/installation/repair of watermains, sanitary sewers, road base and right-of-way drainage improvements will be informed determined during the design process. You may notice survey crews and locate companies in the area as part of this work. Finkle’s Shore Park Boat Launch and Parking Lot Upgrades |
Loyalist Township has completed the reconstruction of the Boat Launch Parking lot at Finkle’s Shore Park. The reconstruction project included reconstruction of the parking lot, improvements to the Boat Launch grating. Some shoreline rehabilitation work is planned for this year to address erosion issues. |
Havergal Avenue, Asbury Road, and Rothwell Avenue Infrastructure Improvements |

Infrastructure Master Plan |
The Corporation of Loyalist Township is carrying out an Infrastructure Master Plan (IMP). The IMP is an exercise designed to address the core infrastructure needs, specifically road right-of-way, potable water, wastewater, and stormwater systems within Loyalist Township for the next 25 years. Although growth within the Township is an obvious factor the IMP will be driven by five themes. These themes are growth, new legislation, new technology, addressing remedial issues and adapting core infrastructure to address climate change. This study is being conducted in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (MCEA) which is an approved process under the Environmental Assessment Act. The Township will follow Approach 2 as noted in Appendix 4 of the MCEA. Any projects that fall under the Schedule C category will require further studies and Phases 3 & 4 Process of the Class EA after this project. Loyalist East Business Park – Phase 2 Servicing |
In November 2020 construction of the second phase of the Loyalist East Business Park began. This work includes water, sanitary, and utility servicing of road extensions to Jack Davey Drive and William Henderson Drive, allowing several additional commercial/light industrial lots for sale. The work also includes a new stormwater management facility to serve these additional lands. Work is scheduled to be completed in late summer 2022. |
Maple Road Reconstruction |
Loyalist Township is completing the design work for the reconstruction of Maple Road. Construction is tentatively planned for 2023. The project currently includes reconstruction of the road base, ditch improvements, new driveway culverts, cross culverts, and intersection improvements. You may notice survey crews and locate companies in the area as part of this work. Neilson Store Museum and Cultural Centre Dock Upgrades |
The area around the dock located behind the Neilson Store Museum and Cultural Centre on Stella Bay, Amherst Island will be upgraded to improve safety, restore the shoreline, prevent erosion, and improve access. Work was unable to be completed last fall within the permitted in-water work window for Lake Ontario. This project is now planned to start in early September 2022. During the construction, access will be maintained to the docks for swimming and boating while the work area will be fenced off. It should be noted that the contractor will be using the west end of the Neilson Store Museum parking lot during the construction to park equipment needed for the project. Climate Change Considerations: To mitigate environmental risks and impacts during the construction phase of the project, adequate sediment and erosion controls will be a strict requirement for the duration of the project. The shoreline restoration has also been designed to withstand erosion and prevent any further loss of shoreline in this area. Current and future climate risks to the projects over their lifespan include increased flooding, high winds, extreme heat, and erosion. These risks have been factored into the design. For example, the design of the Neilson Store Dock has considered the need for larger, heavier stone to ensure that it will remain in place during high lake levels and wave action. Odessa West Drainage Improvements |

Potter, Creighton, and South Street Infrastructure Upgrades |
Loyalist Township has started preliminary survey work for future infrastructure projects in the area of County Road 2, Creighton Drive, and Potter Drive in Odessa, with some work on South Street. Currently the project includes upgrading Potter Drive to collector road status and replacement, installation, and repair of watermain, sanitary sewer, and right-of-way drainage improvements in the area. Loyalist Township in conjunction with local developers and the County of Lennox & Addington is investigating other improvements that may be undertaken in the area in conjunction with this work. Stella Forty-Foot Road and Front Road (Amherst Island) |
Road and sidewalk improvements in the village of Stella are planned although the construction date has not yet been set. Currently, the design work is ongoing, and the complete scope has not been finalized; however, the work will include drainage improvements and the possibility of active transportation infrastructure. Timelines will depend on the final scope of the project, and the amount of preparation work required in advance of construction. Babcock Mill Park |
The latest upgrades to Babcock Mill park were completed in Dec 2020. Improvement to the park included:
This project is a partnership between the Odessa Lions Club and Loyalist Township. The first phase of the project involved the construction of the Natural Playground at Babcock Mill Park. The Township appreciates the support from the Odessa Lions Club. |
Bath Main Street Construction |
Loyalist Township has completed a project to rehabilitate and resurface Main Street from east of Fairfield Street to just east of the boat launch at Finkle’s Shore Park This work included localized drainage improvements and road base repairs, removal of existing asphalt and re-paving. Loyalist Township has received funding for the construction phase of this project through the Ministry of Transportation 2020-21 Connecting Links Program The work started in early September 2020 and was completed in November 2020. Loyalist Township successfully applied to the Ministry of Transportation's Connecting Links Program, which provides dedicated provincial funding for road and bridge projects on designated connecting link highways. The approved grant for 2019 was for design work to replace the asphalt on Main Street in Bath, from Centennial Park to the western village limit, as well as rehabilitation of the Bath Creek box culvert at Centennial Park. This project is now in the two-year warranty period. Bath Water Treatment Plant Upgrade |
Construction for the Bath Water Treatment Plant Upgrade project began in June 2020. The project involved replacing the existing media filters with a Membrane Gravity Filter system which incorporated full redundancy into the plant’s treatment process. A mobile water treatment unit provided treated drinking water for the village of Bath and the Bath and Millhaven institutions while work was conducted on the existing filters. Construction lasted approximately six months. |
County Road 6 Service Change Overs |
This project has been completed and is now in the two-year warranty period. Morven Construction was awarded the contract to change residential water services from an older watermain to a newer existing watermain along County Road 6 and abandon the old main. This work was completed in advance of the County’s resurfacing project for County Road 6. |
Edgewood Road Municipal Drain |
New watermains were installed on Edgewood Road and Compton Court in 2019, and the Township in partnership with MTO installed a new storm sewer along Edgewood Road in 2020. As part of this work, the ditches were regraded, new culverts installed, and the road was reconstructed. With the exception of a few warranty related items the project has been completed and is now in the two-year warranty period. |
Edgewood Road Watermain |
New watermains were installed on Edgewood Road and Compton Court in Harewood Subdivision, in the summer of 2019. The project was completed by K. Mulrooney Trucking. |
Elwood Dopking Park |
Following several upgrades, Elwood Dopking Park (21 South Street, Odessa) reopened to the public on December 8, 2021. Upgrades included:

Fairfield Park Parking Lot |
Kiley Paving was contracted by Loyalist Township to complete asphalt resurfacing and minor base repair work to the parking lot in Fairfield Park, Amherstview. This project was completed in October 2020 and is now in the two year warranty period. Fred Brown Road Resurfacing |
The contractor placed new double surface treatment (chip and tar) on Fred Brown Road, as well as replacing some culverts and improving ditches. The project was completed by Morven Construction in 2018. |
LED Streetlight Conversion |
In late 2018, our contractor converted many existing streetlights from the orange high-pressure sodium fixtures to light emitting diode (LED) fixtures. We expect this project to pay for itself in less than four years because LED fixtures cost so much less to operate than the old style of streetlights. |
McIntyre Road Reconstruction |
The contractor dug up McIntyre Road between County Road 7 and County Road 4, replaced culverts and improved ditches, and then resurfaced the road. The project was completed by Morven Construction in 2018. |
Odessa West Stormwater Management (SWM) Facility and Pathway |
The Odessa West Subdivisions have begun their next phases of construction and the developers have completed the construction of a new stormwater management facility. The Odessa West Stormwater Management (SWM) facility has been designed to accommodate stormwater runoff from two new subdivisions in Odessa. The facility will be located at the site of the decommissioned Odessa sewage treatment plant, which will be demolished to allow for the installation of the SWM facility. In addition to the construction of the SWM facility, a section of roadway previously used to access the old sewage plant will be converted to a multi-use pathway which will be accessible to residents once construction is complete. Specifically, the bottom 400 meters of Bridge St, a 7-meter-wide paved road, which runs parallel to Millhaven Creek, will be narrowed down to 4 meters. These walking paths will provide additional connectivity into the new subdivision phases from the recently improved trail system through Babcock Mill Park and through the new SWM facility to connect to a future phase of the Babcock Mills Subdivision. |
Princeton Place Reconstruction |
Princeton Place in Amherstview was fully reconstructed, with new water and sanitary mains, repaving, and lawn restoration. The project was completed by Bricaza Corporation in 2019. |
Watermain Relining Program |
Structural relining can help an existing watermain last several decades longer. Relining a watermain instead of replacing it also means we dig up fewer front lawns for the work. 2018's watermain relining program benefited residents on Cambridge Crescent, and on the eastern leg of Kildare Avenue between Manitou Crescent West and Cambridge Crescent. |
Wilton Park Playground |
In 2018, the Wilton Community Association proposed that we partner with them to help improve the Wilton Park. This included a new play structure, adding an accessible pathway, and improving drainage in the park. Kiley Paving completed the project in 2018. |
